Jppy: Debian/sid pilot-link 0.12.0 packages, plus jpilot and jppy

Hi all!

Again me. After the hint that pilot-link 0.12.0 has been released 4 days
ago I redid all the stuff, packaging pilot-link 0.12.0, redoing the
jpilot and jppy stuff to depend on the respective libs >= 0.12.0.

For Ludovic: I attach an interdiff between the two debian directories
(the latest from experimental and the one I created), it contains only
very few changes, some new files, etc. It might be worth noting in the
README.Debian that the names of several packages has changed (all got
prefixed with pilot-XXX).
Now that we have full releases of pilot-link and jpilot I hope that we
get really soon proper packages in sid. I hope I have helped you a bit.
