Jppy: Sorting and allkeys.txt

Hi Nick!

Starting jppy gives me:
	Failed to load collator, falling back to plain sort()
so it does not find allkeys.txt. Can you tell me where it is searching
for. I copied it to
. /usr/share/jppy/gui/
. my homedir
both didn't help. I use the debian packages.

One more thing: In the build-depends is python-dev missing.
