Guessing you can just link to here:
http://ftp.debian.org/debian/pool/main/j/jppy/

or whatever the Debian version of this is:
http://packages.ubuntu.com/hardy/x11/jppy

Ubuntu Hardy is currently beta, so you probably don't want to direct people 
there yet.  But I am going to take a crack at building jppy in the released version.
