Jppy: Python is not running, unable to generate GUI!

I can start jppy just fine on this machine. If, however, I try to
start the plugin through jpilot, some of the time, nothing happens
and I get this message:

  Python is not running, unable to generate GUI!

At other times it just works. What is going on?
