Jppy: compile problem with r231

Trying to compile the latest SVN, scons barfs:
Checking for C header file mx/mxDateTime.h... no
You need '['Python.h', 'mx/mxDateTime.h']' to compile this program
I am using a Debian build programme within a chroot, so
python-egenix-mx-base-dev (2.0.6-5) is installed alright, and it
provides the file:
lapse:~# dpkg -L python-egenix-mx-base-dev | grep mxD
/usr/include/python2.4/mx/mxDateTime.h
I don't know scons well enough, but something's fishy here. Any idea
what's going on?
