Jppy: compile problem with r231

environment variables. This script uses PKG_CONFIG_PATH explicitly.

As you can see, jppy is built with python2.4, which is what should
happen, via the build-python2.4 target. Then, however, it seems that
it also triggers the build-python2.5 target, which it should not:
pyversions returns 2.4 only.

Further investigating...
